How can i downscale a movie file?

My digi cam takes quick time movies (.mov) and one i have now is 17.9 mb big and i need to downscale it...anyone know how i can do that????

Most video editing tools have a finalizing wizard, and using this wizard you can change it to any format you please, such as Mpeg, WMV, AVI, w/e floats your boat, if not, I'm sure there's a program around on the internet somewhere that will do the same thing.
