Second order refers to the attenuation of the frequency response of a driver. Second order is about 12 dB attenuation per octave. 1st is 6dB and 3rd is 18 dB etc.
The corner frequency of the filters are around 2000 Hz. So by 1kHz, the tweeter is down 12 dB and by 4kHz the midrange/woofer is down 12 dB.
Hope that helps.

3rd & 4th orders are nice and far too rare in todays electronics. (Subwoofer high-pass)
