Is a "preamp out" the same thing as a "subwoofer out?"

Preamp out just means it is a line level output meant to connect to another amp (then your speakers).
Usually preamp out is a section (as opposed to a single rca jack) and in there are rca outputs for your sub and potentially all other channels so you can add external amps to your AVR.
To answer your original question: Yes, the subwoofer output is typically a preamp out connection, but it may not be the only channel that has a preamp out. (it is often the only one that does not have a corresponding speaker level out though)

Unless it is a single jack pre-out I doubt it carries the full signal for all channels, if it is marked subwoofer it will typically carry the crossed over Hz setting of the unit and any LFE on a video DVD.
