I am thinking SVS, Polk, Paradigm, or Velodyne.
Any help would be great.

For what it's worth, I really like my HSU VTF-2 - the STF-2 would be in that range new.

yeah, I can vouch on the stf-2 from experience as well. not the deepest digging sub on the planet, it it gets the job done well for moveis and music very well.
also, I heard great things about the SVS pb-10 (a little higher than your range, but probably worth it.
do some research on DIY subs if your a handy type of guy with decent woodworking skills, DIY dont right can really stretch the buck out.

A couple of HSUs if you don't mind previously owned -

I highly recommend looking for a used Martin Logan Dynamo, which can be had for under $450. I used to own this very accurate and surprisingly powerful sub. It can also be converted to either front-firing or down-firing.
Just my $.02

Polk does not make a really decent sub.

Yes. But it depends. For the $$$ Hsu or SVS have the most oomph IMO.
