Don't know a whole lot on tube amps, but those specs show only 8ohm loads.

This amp should be okay for your 15's.

It has 4 ohm taps, so yes.

I'm going to use the nad first then when I wanna change I think I'm going to try tube and keep the nad in case I'm not a tube fan
