Is there a website that tells what's new?

sign up at planet dvd.com and they will e-mail you the new release list every thursday or friday of the week...cheers

Go to the section titled Coupons and Bargains . Every Sunday a guy by the name of David Lambert does a "Weekly Roundup" of all the DVDs coming out that week and the best prices.
