I pin pointed the bad tweeters, removed them all and check the Ohlms, (3) were open circuits. I then installed the (3) good Tweeters on one speaker, Loud sound from the Top Tweeter, Nothing from the Center Tweeter and Soft sound from the Bottom Tweeter. I used a paper towel roll placed over them to listen.
This is the same for Both Speakers. Do you think I need to rebuild the Crossover? Any information on this, or how to test? Or is this normal?
Thank you for any help or suggestions.

Start swapping stuff and see if the problem moves with the tweets or stays with the location.
Be aware that those 3 tweeters all have different crossover points, so you will get different sound from each one. On my 2.3tl the top one seems to carry most of the highs and therefore is "louder".
A crossover rebuild would be a good project regardless.

I am wondering if Polk just sells the Tweeter Coils and domes for the sl3000? Has this been done before?
Is there any Pic's of the new RDO's? I am wondering if they look the same as the sl3000's.

The RD0's that you want are RD0198-1's, They are $48 each from Polk Customer Service (make sure you tell them that you are in Club Polk)
Here they are:

No, Polk doesn't sell anything related to the SL3000, not even the SL3000.
As you can see, they don't look like the SL3000, nor do they sound like them either and that's a good thing.

Nice Speakers, mine are in good condition except the Tweeters (getting replacements from polk) are bad. How do I go about rebuilding my crossovers. I know that they have been cranked up to the max.

Ask F1nut, he has the same speakers as you and he already rebuilt his.
You could also search through the forum, many people have rebuilt their crossovers.
The search command is a little tempermental, you need to try over and over to get results.
If I find a good post I will post the link here for you.

I did a speaker compare last night with my Rti12's and the SRS-SDA 2.3tl's. I have 4 bad Tweeters in the 2.3tl's and they still out perform the Rti12's hands down. The sound is amazing, I have never heard such an awesome speaker before. I want to thank all the Polk members helping me with new Tweeter decisions upgrading them to the RDO's. My next goal is to upgrade the Crossovers.

A wise choice. Make sure you let the new tweeters burn in for 24-48 hours before actually sitting down for a serious listen.

I received my new RDO's today, installed them and I am getting awesome sound from all the tweeters. The old sl3000 were so bad they where barely producing any sound from them, so my crossovers are not defective. Thank you for all you help from the members of this forum. I am done posting here...

Awesome!!!!
When I got my 1.2tl's, (4) of the SL3000's were blown. I replaced all (8) with RD0198-1's
