lets say a pair of M10 speakers, and PSW10 sub.
Can I use PSW10 as amp to power the M10s?
reason im asking this is if I need a very budget limited 2.1 stereo system this combo would be very nice. (they total just over 200$ CDN when onsale)

The amp in the sub only to drive the internal speaker. You might be confused by input/output jacks in the back for speaker wire. You can run the speakers wires from your amp to the sub and use the internal cross over in the sub to filter out the base going to the speakers. It will not power your speakers.

As stated above, you will not be able to power the speakers. I would suggest some power speakers as they save a lot of work and space. I've included two links below for Swan powered speakers in your price range.

These speakers are great and I own them myself. They are very musical and sound great, but do not come with a subwoofer. (It doesn't bother me :D)

I haven't heard these ones, but they do come with a subwoofer.
