Did you plug the subwoofers in correctly? As in the correct location on the sub as well? Check of the manual.

Try setting it up with one sub and see if that changes anything.

Do the Onkyo 608 and get a center since your apartment will limit the bass you can put out.

That way at least you have a front sound stage.

The Lsi's will require a separate amp to power them.

Have you considered the Monitor series of speakers? They are very efficient and would match the 708 very well. Just my opinion.
