what does quartz lock mean

I recently got my Deon DP-11F tt w/ a Grado GF-3 cart at Goodwill for $19. The thing was pristine and they had albums so I bought some and plugged it in and away we go. I noticed that it doesn't have a lift cueing arm like my old Dual but some one pointed out there is a lift button that does the same thing Hey I'm learning. Now about the quartz lock.I did try to Google it but it just refers to movements in watches.So what does this quartz lock feature do in this tt.

It uses a quartz oscilator clock circuit to create a timing signal to comparitively measure and adjust the speed of the platter relative to the clock pulse
