You need to provide a lot more info than that.

Try unplugging everything in your room from the outlets and keep only the tv plugged in and report back if you still hear it.

Is the noise coming from the tv itself? Is it by chance a plasma?

Assuming your running HDMI cable from TV to AVR, try switching it out.

yes but i only have the one on the receiver hdmi out to the tv so anything i plug to the avr goes through it, but i have rca audio output to tv input in the receiver to hear the cable through the tv.
I had it like that in my old apartment but i moved and this started to happened ,i swear it worked fine for like an our or so and then hhhmmmmmmm is in the background of the normal sound but is very annoying,

Check to make sure that all coax connections are tight, if that doesn't work, get an extension cord and try a plug from a different room. Your looking for a plug that gets power from a different circuit breaker. Try the TV, not the other components on that plug. If still no change, try different RCA cables.

You can try these in any order.

i just was gonna try the extension cord to the tv but notice that when turn the tv off the humming dont stop any ideas. Cut it be that i need a power sourge protector in this place? oh and also notice the humming is lower today..

All conecctions seem to be tight and i did replace the rca and improve a little

Need to isolate the component. Unplug everything connected to the AVR, and power connections sharing the same plug. If you hear the hum its related to the AVR. If not, start adding components one at a time until the hum comes back.

jaf, I wire my tv pretty much the same way you do.1HDMI cable from tv directly into the cablebox. The 2nd HDMI cable from the output of my Yamaha 665 avr back to the tv to pick up onscreen YPAO and do any adjustments that way which is better than trying to read the led screen on the avr. Then I run either an optical or RCA from cable box to av1 or audio 1 on the avr for audio. This way I can mute audio and still have tv and tunes going at the same time. When I 1st bought the thing about 6years ago I thought that was the function of the HDMI cable and learned it wasn't and have to do it this way.I would check your cables for the noise problem, then as others said do a process of elimination.
