The AMR i-CAN Nano. This headphone amp is super neutral, super quiet, and comes with a variety of nice features. It also features a Lithium Ion battery, so when it's not plugged in the wall, you can use it as a mobile headphone amp. Real good stuff.

IMHO a DAC/AMP combo is essential for PC playback, below are my favorite choices, all can be had for under $150:

Aune T1 Headphone Tube DAC and Amp
Audioengine D1 DAC and Integrated Amplifier
FiiO E17 ALPEN USB DAC Headphone Amplifier, for on the go
    SDA SRS 1.2
    Adcom GFA-5802
    Adcom GFP-750
    Sony DVP-NS999ES

I also own a set of this PH and have connected it to a Bravo V2 earphone amp that I've been playing with and it works fine as far as I can tell. I think the article is trying to say that this PH won't work passively with an external amp which is traditionally how they work together. It means that you can't power it via an external amp without leaving the internal amp also powered on. I don't think it is a problem necessarily to have both amps working.
