Looking for the cable for early SDA 2. Looks like 2 flat pin type. Also, would no cable cause the tweeters to not work?

Contact Ken at Polk, 800-377-7655 x 891. Polk has them in stock, cost about $35.00. Not using the cable will cause the SDA tweeter and the SDA mid driver not to work, but not both tweeters. You might want to check the fuse and/or the fuse/clip contact.

Are we talking original SDA 2 here with drivers recessed behind a frame? or the flat-faced 2's?
Do you have pic capability?
Not that pics are needed to help troubleshoot, F1's got you convered there.... but if they are the originals, they'd be the 1st of them I'd seen...

You can rig a SDA IC using speaker wire.
Do you know about the common ground amp requirement? It is likely that yours is (most are), but tell us what you have.

I got these at a yard sale. They have 3 mid bass and 2 tweeters w/ pass. rad. each. The drivers are not recessed in the cabinet but are mounted on the face. 1 tweeter works on L spkr but none on right. I removed them and they test fine. Also, these have the fuse less overload protection.

No SDA's have drivers recessed behind a frame.
The early 'nudie shots' in magazines showed the GRILL frame attached, but with no grill cloth.

When you say they tested fine, how did you test them? Is it one or both tweeters? Have you checked out the crossovers or looked for continuity from the binding posts?
