I have polk Monitor 70s and a CS and was wondering if the M10s would be suitable surrounds, or if they would degrade the sound. Thanks!

For surrounds they'll be fine, but I'd get the R15s from Outpost @ $40.00/pr. Monitor 30s would be the match.
Combo rig:
Onkyo NR1007 pre-pro, Carver TFM 45(fronts), Carver TFM 35 (surrounds)
SDA 1C, CS400i, SDA 2B
PB13Ultra RO
BW Silvers
Oppo BDP-83SE
I'd stay with monitors i listen to the m's and monitors every day and they do sound different.
go with monitor 30's - i have listened to them in comparison to M10's, and the monitors sound much clearer.
If youre going to be listening to much 5.1 music then youd want the best performing speakers for your surrounds which would be the Monitor 30's but if most of youre surround duties will be for home theater then the R15's would be just fine.
{edit} I meant to put M10 but as far as I know the R's and M's are the same thing, just cosmetically different.
