    I missed my old truck, but had to sell it when I was commuting with $5 a gallon diesel; had it up to 350 HP and 650 ft/lbs. I did get a straight trade-in for a brand new and fully trimmed Ford Focus after a bunch of rebates and factory incentives.

    From my understanding, it's not that next year they will spend $38,200 - $38.50. I think when they talk "cuts" what they really mean is that next year they were planning on spending $45,000 compared to $38K the previous year (made up number for illustration purposes), but then they have to implement spending cuts so they cut $38.50 from their proposed spending of $45K and call it a "cut".
