    Let me get this straight,
when you turn off your fan...I assume a window or a tabletop cooling off people fan??
It's most likely on the same circuit,I don't see how it's making your sub pop.

does this happen when the sub is in standby or when your using your system?

    Never heard this one before.

My Velo does it to with a cooling off the people fan. Only with the fan on the same circuit though. I blame it on the wiring at my apartment. Possibly no groung is allowing interference to seep into the power lines?

sounds like an inductance problem caused by the fan on that line. I would not think grounding would be an issue here?

Ive heard both yes and no as to whether any damage can occur
try plugging in your sub through the delay on off if this still occurs
you may want to get a line conditioner
