A cleaner won't remove scratches. There are CD repair kits available, but I have never tried them.

Smaller scratches I have been able to remove with Meguire's #10 plastic polish. Available at most auto parts stores.

I've had a lot of success with either Meguiar's Scratch X and more recently Meguiar's PlastX. Either of those with a little elbow grease will work better than any CD Repair Kit I've ever found.
