How do I turn on HTML?

When I compose this message, I have the options to change the fonts, color, etc. However, when I go to edit my profile and change my signature line, those options don't show up? How do people have different colors and fonts in their signature lines? Do you create it elsewhere, like here, and then copy and paste it in the the window where you edit your signature?

Thanks for your help. I asked this question in the "Forum Testing" area, but no-one ever responded.
